Institutional Dimensions of Old Age Pension Provision in Africa

Institutionally, mandatory old age retirement provision across Africa is somewhat heterogeneous, closely shaped by the predilections of the major colonial powers. Moreover, although, increasingly, most African states at least notionally provide some form of national retirement pension provision, this is not the case for all countries, for reasons related to poverty and instability. As the US Social Security Administration’s biennially published survey Social Security Programs Throughout the World illustrates, Malawi, Sierra Leone, and Somalia do not provide an old age benefit within their respective national social security provisions. In addition to these three countries, there are a number of African countries which are not covered by this survey which also have no national system for the provision of old age benefits. These countries are Angola, Comoros, Eritrea, Ethiopia, Guinea Bissau, Lesotho, and Western Sahara.1 For most of the other countries on the continent, it is possible to characterise public pension systems as financed via one of three distinct approaches (see Map 6.1).
